Hi Robert,
Once my brow center strobed, it seems to strobe at unexpected times, like when sleeping or resting. I know this is probably due to the relaxation but is there any way to control this and only have it strobe when you want to work with clairvoyance and not at other times?

When the brow first starts to strobe, it will tend to happen spontaneously while resting. It takes time and further energy work and meditation for this to become more reliable.
It will also tend to strobe during high energy level events, eg, if a loved one has an accident, or if something big happens, and this will often cause a minds eye vision. If your eyes are open at this time, the vision will be superimposed over normal sight.
Just having your brow center strobe is an excellent sigh of higher development.
