Falling back to ancient lore depicting angelic order...we may find the duality of Michael and Gabriel.
It is said that Michael shovels hot coals up under the wheels ... coincidingly in turn that Gabriel timely shovels those same hot coals out from under the wheels distributing said coals to those which upon their tongue would as timely human messengers speak the word.
This relic back-story helps toward understanding ... say ... Isaiah having a hot coal angelically placed upon his tongue. Metaphoric...yet explanatory.
The greek Origen in his day of cross-translation deduced that the given Hebraic writs were literally 7 layers deep in metaphoric meaning, also painstakingly concluding the coinciding parallels of said angels to the likewise godlike beings of greek mythos.

Apparently none of men can dictate from here to fore as to whom spoke the word, for conclusively as we are timely sitting here presently far removed ... we ourselves may only conclude from what time itself has wrought through all peoples...regardless of human angle and/or lineage. If it's not here now present towards concluding then it's unlikely that it were ever timely within history's track through the people that it might have been likewise severally kept.
