Do you mean that you want to develop psychic abilities from going into the astral? Because in the astral, all your abilities are psychic. Your communication is telepathic, and you can manifest immediately since your thoughts form what you perceive (or some of it, the rest is done by the rest of the collective consciousness).
If the question is how to develop psychic abilities from going to the astral, then the answer is simple: The type of activity you use to induce an astral projection (that is, meditating to trance) will cause you to develop whatever latent ability you may have.
So, meditate to trance daily if possible, and you'll see things happen.
