I would tend to think the later.
The place where you touch the roof of the mouth defines which circuit you connect in your body during these practices. Remembering back on what I read on the subject you should probably not put your tongue farther back along the roof of the mouth than the second position you described, as this would involve other circulations which should not be attempted without a qualified teacher.
