If anyone (& there must be many!) who speaks/understands Russian better than I do, please comment on whether he is sending up the reporter, or sneakily disclosing an alien presence? Is he referring to the American comedy "Men in Black" or to the Russian documentary of the same name?

I think he means what he says, and he doesn't look like he's joking. The question is, how much are elected officials told? Although I'm not one for conspiracy theories, it seems to me, that if there is an alien presence, and secrecy is maintained concerning possible alien presence throughout all (or most) governments, the people keeping the secrecy would not be government officials (you know how effective those are), but some other organization within all of them.
