Don't know but remember vaguely it had been posted or talked about here before, but did not find it using the search. It's interesting. So here we go (again) ...

Part of the disks carry crews, others are under remote control.
Their mission is peaceful, the visitors contemplate settling on this planet.
These visitors are human-like but much larger in size.
They are not excarnate Earth people, but come from their own world
The disks posses some type of radiant energy.
They do not come from any “planet” as we use the word, but from an etheric planet which interpenetrates with our own and is not perceptible to us.
The bodies of the visitors, and the craft also, automatically materialize on entering the vibratory rate of our dense matter.
They re-enter the etheric at will, and so simply disappear from our vision, without trace.
The region they come from is NOT the astral plane, but corresponds to the Lakas or Talas. Students of esoteric matters will understand these terms.

Lakas is a misspelling (in the quote, not the original doc) for Lokas it seems to me.

Keepin "it" simple: one wheel, 7 spokes, one hub.

Though the wheel of life - samsara exemplifies 6 spokes...let's look deeper...or to say that as there is Sunday...Sunday also walks thru each day...de-mystified...hopefully. Every day is Sunday present. Yup

In keeping with the Hindu. Let's allow 7 spokes ... each as a Tala/s. In that 7 disallows a run through the hub eventuating any extreme polarities. As 7 spoke's polarities each terminate at both outer wheel and hub.

Seems legit to me. This https://vault.fbi.gov/ has also this as a link to the main FBI site https://www.fbi.gov/

The first link was "just" an article on the document and topic. It's from a normal site of the metaphysical / alternative internet community http://www.collective-evolution.com/ , I like it as they have a range of topics. Of course, you can find other articles on this document on the web.
