When is the best time to use NEW to initiate an OBE?, after meditation and the trance state or before it?

Personally, I use NEW to induce the trance state most of the time, and afterwards donc use it much for the exit in itself.

Before helps in creating a focussed state, for me at least, after (as I do as well) makes the shift back more relaxed in my oppinion.

It can be done anytime tho.
