I heard several persons say that energy work can be done quicker over time.
I´ve tried doing the sponging legs at work when I have some time over, but
I don´t have time to do stimulate toes, feet, legs and all the seperate steps cause that´s gonna take atleast 5-15 minutes.
Does the energy still flow?, i can feel the energy moving but If i stimulate them
before, the sponging action feels more strong.
Is it also ok to do the legs and arms at seperate times during the day?

If you're starting, you should do the whole shebang and then go to 'just legs and feet' in one sitting.

It flows, I'm not sure I understand the second part of your question. Moving energy is stimulating it.

if you sponge over the foot as a whole you still get a full energy affect. It is good to go over the hands and feet in a more focused way of course as this gives you a greater awareness of any blockages and you can create stronger energy flows through this focused attention and clearing.
