It doesn't seem from the above that Voldy had discovered that someone had stolen the horcrux. I doubt that RAB was killed for it. He probably died from something else.
The note also sounds as if RAB was someone whom Voldy knew well. I don’t know how much of a relationship did a young death eater like Regulus have with Voldermort.
