Yes and no.

I haven't experimented with it enough, nor do I know enough about what experiences other people have had, but I would recommend you try both of the possibilities and explore which one works back for you, then let us know.

Things I have noticed personally from abstaining include the kundalini circuit becoming clear and building up a lot of energy that flows upwards (since it is not being released).
The opposite tends to stir the kundalini energy up even more but the flow is not as focused and clear.
This is based on limited observation however.
