Nice try but you can see the same effect happening behind him (in the building behind him) which is what happens when digital signals get interference (in old analog systems you would see lines going up and down or diagonally) due to something called return loss or signal bleedthrough in electronics (yes, I used to work in electronics in my 'former life').
However, being a Fox reporter, the reptilian theory works well too.
